Today, Microsoft posted an official blog post titled What Windows 10 Version 1909 Means for Developers, which confirmed that it will not release a new SDK that matches the new feature update, as is usually the case.
Software developers can continue to work with the current version of 1903, because Microsoft will use a method for delivering updates using service technology similar to that used to deliver monthly cumulative system updates.
